Increases the stack limit of various items and usables. Stack counts based on what feels to fit Vanilla.

Changes:
- many item stack limits changed from 64 to 16 to avoid bugs and exploits
Fixes:
- enchanted books now work in anvils when combining or enchanting an item, and no longer consume multiple books if more than one was placed in the second slot
