It's strange how Bedrock edition still doesn't have the glowing effect that Java has after so many years already. There is no glowing outline, there is no glowing effect, and there is no spectral arrow. That's why I made this addon to add the glowing effect and the spectral arrow to Bedrock edition!
You can shoot mobs with a spectral arrow to give them a temporary glowing effect, or you can use a custom command called "/pintacred:glow", where it works like the "/effect" command. Although with the spectral arrow, you have to have at least 1 normal arrow in your inventory to shoot it. You can find spectral arrows in bastions or craft them with 4 glowstone dusts and 1 arrow.
Also make sure to turn on Beta APIs for this addon to work!
As of now, this add-on is in alpha stage. Meaning, many features will still be incomplete, bugged, or missing. For example, most mobs can render a glowing outline, but some others won't render it properly, and some mobs just never render the outline at all (like the player).
