V1.14 — Spanish & Portuguese UI

Menus, chat messages, the action bar, and /ssp:help now follow each player's Minecraft language.

Anything else stays in English. Two players in the same world can see different languages at the same time.

Slash-command names stay /ssp:setup, /ssp:stop, and /ssp:help. The descriptions shown in the command autocomplete stay in English, because Bedrock stores one description for the whole world. The help text from /ssp:help is still translated for the player who runs it.
