Progressive mobs has major checkpoints of when mobs should "Upgrade" their loot. 

Starting Off:

Starting off mobs still have their vanilla chances of spawning with gear and items. Skeletons and their variants are less likely to spawn with a bow.  Zombies can spawn with wood and stone weapons and rarely armor. 

Post Iron:

The first checkpoint is when any player in the world mines iron. This allows for mobs to spawn with chainmail, and iron and variety of other items. Spiders are more likely to spawn with weaving.

Nether:

The second checkpoint is when any player enters the nether. This allows mobs to spawn with potion buffs rarely and iron tools. Zombies can apply potion effects to the entity attacked occasionally.

Eye of Ender Crafting:

The third checkpoint is when the player has an eye of ender. Mobs can now rarely spawn with diamond tools and typically have iron tools. Potion effects increase. Offhand chances of having totems of undying possible.

Ender Dragon Defeat:

Mobs can now freely spawn with diamond and iron weapons. Mobs can commonly spawn with iron and diamond armor. Offhand chances increase of having totems.

Extras

Ravager Defeat --> Pillager, Vindicators, Vexes can now spawn with better loot and drop more emeralds

Elder Guardian Defeat --> Drowns will now spawn more commonly with nautilus shells, tridents and others.

Wither Defeat --> Nether Upgrades, Wither Skeletons, Blazes, Magmas and Piglins will all have better loot.

• Mobs spawning from or around trial spawners or spawners do not spawn with the loot given allowing for mob farms not to be overpowered.
• Easily modify lists of each tier! Can also mess around with checkpoints if you'd like
