Eternal Winter Complete Overhaul

• Completely new system of winter, now its not just constant snowfall, rather it now stops, starts naturally by default.
• optimization for performance for multiplayer
• fixed the settings menu not opening
• Now all the leaves (except azalea and spruce), foliage, vines etc are Snowy
• World is now snowy by default, whole world, no matter if snowfall occured or not.
• Added ambient Fog for winter
• Added better winter matching sky
• Added DENSE Snowfall fog
• New snow particles (parity with seasonala)
