OK. To take off, throttle up and stage the engines until you are going about 70 meters per second. then, you lift off and stage once more at the same time. then you are flying. to hit a target with the cluster munitions, you fly until you are going to hit just above the target, then you pull up and stage at the same time. Now, the cruise missile can be used as a kinetic warhead also. Btw the clusters dont do that much damage, because they consist of Communitron 16s. (the spiky antenna)
