Skippernicus is designed as an easy to fly and easy to access SSTO that can carry a small payload to orbit and/or recover Kerbals from low Kerbin orbit.
It is fully stock and requires tech tree unlocks as far as the "Whiplash" ramjet engine, airbrakes, fuel ducts and of course the Skipper engine.
It reaches orbit with approximately 900m/s dV.
