I am unsure of the name of the developer, but I was able to find a download from Kerbalstuff.com.

I did not participate in any way, shape, or form with this mod, I merely am spreading a great mod. I noticed this site didn't have the mod when I went on a great hunt for it. 

Its basically a tungsten rod that's 18ft/5.4m that you drop from low orbit onto a designated location. 
It is a dummy bomb (or whatever) so once released it is under the control of gravity.

Leave a comment if you know the name of the dev and whether or not he allows distribution of this parts pack!

I have taken it upon myself to make this mod glorious and (hopefully) in the vision of the original creator!(Well, until they step up to claim it back again :P)

I plan on adding more fun things for more Kerbstruction. >:D
