The ISRU part is way too heavy to be practical as an atmospheric ISRU - it's just as heavy as an X200-8 tank of Lf+Ox so you may as well just bring that.

Instead, this adds ISRU capabilities to the Atmospheric Fluid Spectro-Variometer.
