[You only need EPLP if you want to restock Mulch from other planet surfaces.
With EPLP you can mine ore to produce more Mulch, You will also get Metal from the ore so you'll have to deal with that, unless you space it.]
Mulch is used to produce Algae, Algae > Sugar, Sugar > Fuel.
CAUTION: Algae will continue to consume Mulch in the Dark unless 'turned off/Stasis'
