No Popup Relationship

Hi!

This mod removes the "You can now select a relationship!" popup that interrupts gameplay every time a relationship crosses a tier threshold(improving or worsening).

Covers all four relationship types: Romance, Friendship, Business, and Family, in both directions (upgrades and downgrades).

It was independently created and does not contain files or code from any other mod.
