Adds a user config and walkthrough(wip) with /enchantig. Users can change their language and cosmetic changes.

Salvager bench now returns the highes enchantment as a scroll on salvaging (can be turned off in the admin config)

Fixed a bug where Tooltips would overwrite other tooltips on the Item. You need the newest version of DynamicTooltipsLib (1.4.2) if you are playing with tooltips!
