This update's focus is to try and resolve an issue that causes the player to be booted from the server when entering a rift in uncommon conditions. It was believed fixed in the previous patch but it popped up again in a new but similar way.

• Once again potentially fix an issue that causes players to be booted from the server when entering a rift.
  • The solution is a bit extreme. The issue was identified to be tied to a race condition related to chunk loading, so for now all rift blocks keep their chunk loaded forever until a better solution can be found. In testing this seems to have resolved the issue.
• Setting shard world lifetime via commands now dispatches the proper events.
