New Features:
- Frozen npcs will no longer be removed if MOB_SPAWN is true.
- Added new flag to enable removal of frozen npcs in your region MOB_SPAWN_IGNORE_FROZEN

This update fixes the issue with plugins like NpcDialogue and will no longer remove any NPC (by default) if it is frozen.
