New Features:
- MOB_SPAWN flag used to toggle mob spawning in regions.
- NOTIFICATIONS flag used to stop sending the notifications like block breaking disabled, interaction disabled etc...
- removeflag command
- flag command supports "on, enabled, true" for enabling a flag or "off, disabled, false" for disabling a flag you can also set the flag value to "remove" to remove it just like with the new removeflag command.
