v1.9.8 Hotfix update (spawn rates fix)

(WARNING: this version I forgot to add spawns back to the surface of zone 1, update hotfix coming in 10 minutes)

-Greatly decreased spawn rates for ALL wizard skeletons across orbis.

(Levelling mods will still make my NPCs OP, but less of them spawning makes things more managable. Further changes coming soon!)
