🆕 Features
• New world border feature
    └ Each world can have it's own border
        └ Stored in the global config
    └ Renders on world map and claim map
    └ Admin bypass does not work on this border.
        └ "You Shall Not Pass"

⌨ Commands
• Shortcuts added
    └ /c = /claim
    └ /rg = /region
    └ /rga = /region admin
    └ /border
        └ Opens the border UI
        └ User /border help for all available commands

🖥 UI
• Permissions menu for regions close button changed to back 
    └ Now navigates back to the region edit screen

• Fixed missing looking glass in parent dropdown

🐛 Fixes
• questlinesclaims.claim.chunks.N permission node had no effect when claiming.
    └ The node was only read by the /claim setowner admin path; the claim
    └ limit check, the public getMaxChunks API and the claim-map UI all
    └ computed the limit from default + bonus chunks and ignored it.
    └ All three now go through getMaxChunks(PlayerRef), which reads the node.

• Outlines on polygon regions were at negative angles
• PvP flag was broken. Now should be working.
