More robust inventory monitoring system to track if an item has been consumed since hytale doesnt provide this nativly -- throwing apples out of inventorys or transfering to chests/backpacks should no longer trigger effects

ADDED

Flight effect -- disabled by default (thinking of adding special flight apples that can only be found in dungeon loot that you have to craft into elixers at the alchemy table. WIP IDEA)

CHANGED

reworked config system so effects.json gets overwritten if any changes are made to it /orechards gui edits an override config instead so new features will apply as i add them admins or single players will just need to add the fields to the override to enable or diable the new features as they see fit
