Updated ServerVersion in manifest so the Update 3 warning goes away (no actual mechanical changes, as based on the diffs I see no problem, not thoroughly QA'd on the new version but around 30 minutes of testing brought up no errors)

Made it so interactor doesn't get triggered by a mana torch directly beside it, to help automation.

Made it so wall mounted torches and wall mounted buttons can pierce up to 2 blocks to share their signal, for better hiding of blood usage.

Made it so /spellsettings doesn't require /op (it wasn't supposed to)
