Patch release focused on correctness and stability after the initial 0.4.0 rollout.

• Added deploy-test-mod.ps1 for clean rebuild + test-mod deployment.

• Hardened admin save flow so runtime config is only applied after config.json is successfully written.
• Hardened per-chest locking lifecycle to avoid unsafe lock replacement during concurrent access.

• Fixed false-success admin messaging when config writes fail.
• Fixed file-backed loot persistence so failed writes/deletes no longer leave memory and disk out of sync.
• Fixed custom tier normalization so EPIC maps to the intended custom tier.
