This is simply a basic NPC that has been modified to sell cool items. It's up to you whether you want to modify it further, or if you want to sell other items.

Description
As you can see, it's a Klops Merchant, which I've renamed Klotof.
He currently sells 9 items, which are as follows:
If you want to modify the items he sells, simply edit the klotof_merchant file located in the Server>BarterShopAsset folder.
Finally, to finish the description, here's Klotof, a little blue Klops vendor.
Well, I'm doing this for fun because not everything is available, but mainly because there's no infinite water source.
I forgot an important piece of information: how to spawn Klotof is simply to use the command /npc spawn klotof_merchant
