HyRepair

Added:

• Permission system & cooldown control
• LuckPerms support

Core command permissions

These permissions are required to use the commands at all:

- hyrepair.command.repair Allows use of /repair

- hyrepair.command.repair.all Allows use of /repair all

Cooldown override permissions

Allows setting a custom cooldown time (in seconds).
If multiple cooldown permissions are granted, the highest value is used.

For /repair:
- hyrepair.command.repair.cooldown.<seconds> Examples:
- hyrepair.command.repair.cooldown.10 - hyrepair.command.repair.cooldown.30

For /repair all:
- hyrepair.command.repair.all.cooldown.<seconds>
Examples:
- hyrepair.command.repair.all.cooldown.10 - hyrepair.command.repair.all.cooldown.120

Cooldown bypass permissions

Completely removes cooldown for the command:

- hyrepair.command.repair.cooldown.bypass No cooldown for /repair

- hyrepair.command.repair.all.cooldown.bypass No cooldown for /repair all
