Added constant stamina consumption while grappling.
The default value is 10 seconds for a full stamina bar.

Added a configuration option to adjust stamina drain values.

Added new commands:

/ghcrafton - Enables grappling hook crafting globally

/ghcraftoff - Disables grappling hook crafting globally

/ghstaminaon - Enables stamina cost for grappling

/ghstaminaoff - Disables stamina cost for grappling

These options can also be toggled via config files.

YourWorldName/config/GrapplingHookMod
