GAMQ Signs 0.1.5

GAMQ Core is no longer a mandatory dependency, making GAMQ Signs more accessible as a standalone mod. Signs now uses an atomic local JSON store for persistence when Core is absent.

GAMQ Core is optional. When present, standalone and Core-backed records reconcile at startup using their update timestamps, and deletion tombstones prevent removed standalone signs from returning.
