Added permissions to commands.

Permissions:
customeEnchants:bless - access to /bless
customeEnchants:addEnchant - access to /enchanter add
customeEnchants:removeEnchant - access to /enchanter remove
customeEnchants:maxOut - access to /enchanter maxout command
customeEnchants:admin - access to all commands
