Fixed Spawn System
- Fixed comets landing 1 block too high at fixed spawn locations
- Fixed spawn points not loading after server restart
- Fixed cooldown timer - now properly starts when comet is cleared, not when it spawns
- Added better tracking for active comets at fixed spawn points
