New features & fixes:

👑 New VIP system: Boost your cities! You can now configure a claim bonus if the leader is a VIP, or a cumulative bonus per VIP member in the city.

🐛 Permission system fix: No more headaches with invisible permission nodes! The problem has been solved: all plugin permissions are now natively recognized by the server and will automatically display in your permission management mod.

🛠️ Administration Tools: Added the /townadmin command (permission: chronoterritory.admin.perm). Moderators can now force the deletion of a town (delete), add/remove players (addmember/removemember), or change the leader (setleader).
