What's new

- Added TeleportCheck to detect suspicious teleports (distance/vertical/minY) with VL, alerts, setbacks, kicks
- Added alertVl threshold per check to reduce alert spam from minor detections
- Added admin commands: /anticheat set [path] [value] and /anticheat reload (no restart needed)
- Added anticheat.op permission to protect admin commands/subcommands (config-driven)
- Added config normalization on load/reload: add missing defaults, drop unknown fields, basic type safety
- Fixed regression where TeleportCheck grace/setbacks reduced effectiveness of Speed/Fly/NoClip
- Improved TeleportCheck stability under lag/falling: dt-scaled thresholds and safer vertical handling
- Decoupled TeleportCheck grace from global grace: teleport-only grace no longer suppresses other checks
- Added bypass permission for TeleportCheck
