Adds nametags to that can be used on any Tamed NPC. Easily configurable to work with all NPCs or additional select NPCs.

- Moved the telemetry descriptor to
Server/Telemetry/project.json, updated it to the current stats descriptor schema, and removed dev endpoint overrides so Alec's Telemetry uses its default hosted endpoint. - Increased the nametag stack size from 1 to 100 and reduced the naming cooldown from 2 seconds to 0.5 seconds.
