Top Hat Supremacy

A spectre is haunting the Highlands... the spectre of... Victor Rookwood's fabulous top hat!

If I had a galleon for every time I saw someone refer to Top Hat Daddy's trademark hat as "dumb," "stupid" or "fugly" - and for every stain on his dignity inflicted by removing the hat and replacing it with an inane hairstyle - I would have enough to drown my sorrows at the Hog's Head for a week. 

As such, in order to avenge the honor of the hottest villain in the game, and - even more importantly - out of sheer spite, I have put his exquisite hat on as many characters as possible. And some other hat-related tweaks.

That's literally it. Now, revel in the glory of the hat!

Disclaimer:  This mod will conflict with other NPC appearance mods. I'm still having textures issues in the Creator Kit, so if some characters show up grey it's not my fault. Also, if it wasn't obvious, this mod is meant to be SILLY.
