Allows admins to configure player and dino weight multipliers

Available commands:

Set both Player and Dino weight multipliers to 10% of total (90% reduction):

cheat ScriptCommand WeightReduction 0.1

Set Player weight multipliers to 10% of total (90% reduction):

cheat ScriptCommand WeightReduction Player 0.1

Set Dino weight multipliers to 10% of total (90% reduction):

cheat ScriptCommand WeightReduction Dino 0.1
