Adds a new tek rifle that can "net" dinos, anything "Netted" can be cut out by a hatchet like a normal net and there is alot of options for the admin to set. Projectile/"net" color changes with color region 4

Commands/Settings:

-Cheat ScriptCommand TSR_FriendlyFire f -Cheat ScriptCommand TSR_AllowBossTrapping f -Cheat ScriptCommand TSR_ShotsToTrap 7 -Cheat ScriptCommand TSR_InitialTrapTime 5 -Cheat ScriptCommand TSR_MaxTrapTime 30 (the max amount of time the shot based timer can reach) -Cheat ScriptCommand TSR_BaseExtraTrapTime 1.0 (Seconds to add Each shot) -Cheat ScriptCommand TSR_OverHeatTime 4.0 -Cheat ScriptCommand TSR_ShotsToOverheat 50.0 -Cheat ScriptCommand TSR_WeaponClipAmmo 20 (I think it should be at 1 or something for default I forgot to change it in the starting setings, 0 will enable infinite ammo) -Cheat ScriptCommand TSR_SetFireRate 7.0 (Nearly Default) -Cheat ScriptCommand TSR_DurabilityConsumptionMult 1.0 -Cheat ScriptCommand TSR_ProjectileSpeed 1750.0 (Default) -Cheat ScriptCommand TSR_DragWeightMult 1 (How many more shots it takes based on drag weight (Clamped between 100-1500 drag weight)) -Cheat ScriptCommand TSR_AbsMaxTrapTime 90 (Frees dino/player after X seconds of buff starting even if someone is currently still shooting them) -Cheat ScriptCommand TSR_MaxDragWeight 20000 (can trap nearly anything by default) -Cheat ScriptCommand TSR_HeatDrainMult 1.0 -Cheat ScriptCommand TSR_SetCraftCost -Cheat ScriptCommand TSR_SetRepairCost -Cheat ScriptCommand TSR_RefreshMyCrafting (any player can use this incase they find a blueprint that was not found when setting craft cost and it will check their player inventory and replace the blueprints with a updated one)

Both SetCraftCost and SetRepairCost will check your player inventory for valid crafting items and add them all up into the crafting resource requirement/Repair cost
