Simple Dino Heal

- added missing defaults to item, to fix healing sometimes not working, unless switched inventory
- added porper authority check and two new event checks to hopefully fix one fix as one fix to fix them all...i'm sorry, that was one of my first mods. i did things wrong back then...if it doesn't bake right away, save the game, exit, then log back in...this should apply the new version properly.
