Simple Buffs

- fixed DNA Decon Station Icon looking weird
- removed the "Deconstruct to DNA Data" Multiuse entry from lookint at structure
- allowed for locking and pin on DNA Decon Station
- Deconstruction to DNA Data and Scaling respects Tribe Ownership and settings
- Added Scale option to DNA Decon Station, because why not?
- Added menu to Buff Stat Menu to configurate the DNA retrieved from deconstructing tribute items
- added stack Deconstruct to DNA Data to Decon Station
- added custom .sav file path option to Buff Menu
- add "read from file" to Buff Menu
