Shiny! Dinos Ascended

- The active Shiny Event in "Auto" configuration will now use a global cloud-based configuration
  - Shiny holiday events will turn on for everyone using Auto at the same time, independent of in-game event mods
  - This is in addition to the previous behavior of trying to detect the event mod you are running, if any
  - This is to allow running events that may not have an event mod (eg. if the event only happens on ClubARK), and consistently enable events for all Shiny users

- Fixed an issue with gene traits not upgrading to Tier 3 consistently
- Enraged Gigantoraptors should not spawn as babies, but always adults
- Trick-or-Treat replacement spawning is more consistent with normal spawning in regards to stat boosts
- Added an option for Trick-or-Treat to ignore the variant whitelist (but still honor the blacklist)
