Moved away from ark AOE buff system. Was causing issues.

New search time is between CustomAoeMinTimeSeconds and CustomAoeMinTimeSeconds*1.75
CustomAoeMinTimeSeconds can now no longer be smaller than 5.0
CustomAoeBuffRange is maxxed at 40000

New Default Values:
CustomAoeBuffRange: 15000
CustomAoeMinTimeSeconds: 5.0
