- added new Cotton Extractor structure
- created new ini configs for CottonOutputAmount=10, CottonExtractorInputItem=<ItemID> (currently Fiber), and CottonProductionTime=30.0
- fixed the Clay Extractor being able to be placed on structures.  Now all extractors must be placed on ground.
