Create a UI for reasonable client sided configs.

* Moved LowStaminaWarning to client configs
* Moved EnableLongHoldDismount to client configs
* Removed AllDinos config and used an Automatic vs Manual mode

Removed some configs from server ini

Teleport to ground dismount doesnt fire unless > 750 units off the ground

Added feedback system

Unfortunately, previously blacklisted/etc settings are destroyed in order to use this new system.
