Dino Zapper

- Improved load times
- Removed some distance field effects due to adverse lighting conditions in some instances while in the live game :(
- Fixed an issue that would cause the zapper structure to be turned off and then back on to show the new ini options even after server restart
- Fixed some stability issues with new logic
