Revamped resource cost system to allow server admins to apply caps to the amount of resrouces a dino will cost to revive. The following INI settings have been added:

BlackPearlCap=2000
CrystalCap=8000
MetalCap=10000
ObsidianCap=9000
BeerCap=50
