Chibi HLNA

- Fixed issue where the buff was not active when CHLNA was equipped on a loaded savegame
- Modified XP gains so that CHLNA now accumulates XP from all player actions, not only Alpha kills
- Expanded the CHLNA level array by an additional 5 levels (10-level max) in preparation for future updates to lock features behind CHLNA levels—experimental for now, with the current setup checking the actual player level for testing
- Nerfed the XP ladder for CHLNA to make 10 levels more reasonable—this change results in quicker leveling through the first initial 5 bonus levels (player level 106-110)
- Locked the thermal vision hotkey behind the feature lock
- Added missing notification info to target tooltip toggle
- Major streamline and overhaul for the EventGraph, removing and shortening some leftover and unneeded code
