- fixed issue with OBP Shrine not being active after server restart
- set the dome for both the OBP Shrine and the White Flag to only be seen by tribe members
- set activation and deactivation of the OBP Shrine to show up in tribe logs
- Fixed issue with White Flag not retaining name of tribe.
- Fixed issue with the activation timer on the White Flag
