    ci: unique release tags + substitute @project-version@

    Same two fixes as zugzug-addon: append HHMM so every release is a unique
    tag CurseForge will re-sync (a second same-day push previously never
    reached CF), and sed-substitute @project-version@ with the tag so the
    in-game Version field is meaningful instead of the literal token.
