This addon is no longer updated. But instead he can now use the WoWinJapanese All-in-One addon which contains translations of various game elements, not just bubbles. Download the new addon from here:

WoWinJapanese-Bubbles displays translated bubbles in Japanese.
The translation text is displayed in the original balloon, replacing the original and can be displayed in the chat window.
★アドオン説明
WoWinJapanese-BubblesはNPCの吹き出しのセリフを日本語に翻訳し、オリジナルの吹き出しフレームに直接表示します。
日本語化は吹き出しのテキストのみとなり、ゲーム内の全ての要素を日本語化するものではありません。
現在鋭意翻訳作業中です。
Classicには対応しておりません。
★機能一覧
・オプション画面にて、英語の原文と翻訳文をチャットウィンドウに表示させる設定を切り替えられます。
・オプション画面にて、未翻訳吹き出し情報の収集設定を切り替えられます。これは開発関係者のための機能なので、基本的にはオフで大丈夫です。
