Fix: cooldown text was throwing 24,000+ silent errors per session

GetItemCooldown was moved into the C_Container namespace in TBC Anniversary 2.5.5. The cooldown OnUpdate was calling the old global, which is now nil, and the resulting error fired ten times a second whenever a quest item was armed. Resolved at load time with a fallback to the legacy global so older clients still work.

Symptom you may have noticed: BugSack filling up with attempt to call global 'GetItemCooldown' (a nil value) entries, and a small but real CPU drag from the error capture path itself.
