Says when the English text does not match what you are reading.
Blizzard's quest API publishes a quest's opening text and its objectives, and nothing else — there is no English copy of what an NPC says while a quest is in progress, or of what they say when you hand it in. This panel ships that API's data, so at those two moments it had nothing matching to show and displayed the opening text instead, which reads as a completely different quest.
It now labels that case instead of passing the opening text off as a translation of the lines in front of you.
