MiliUI Tooltip

Fixes
- Battle pet creature types shown in pure blue were nearly unreadable on the dark tooltip background. They are now brightened while keeping the same hue. Class, reaction and item quality colors are unchanged.
- Item and spell tooltips now have even spacing above and below the divider lines. Before, the section between two dividers (such as secondary stats) had more space below it than above.
- Item tooltips now have even spacing above and below the sell price, durability and requirements area at the bottom.
- Inline icons taller than the text, such as enchant quality icons, now split the extra height evenly above and below. Before, all of it was added underneath.
- Removed extra empty space below the four-field header on spell tooltips.
