    Base TOC's version line back to the server's own bytes

    Publish-Data stamps the version line without its carriage return, and the previous commit put one back, so it changed the one line the server rewrites every hour: the 10:01 run's merge stopped on it and nothing was published. With the line as origin had it, the only change left is the comment block, and the server's stamp merges past it.

    Each game loads only its own data

    ArenaPlus_Data_Mists.toc and ArenaPlus_Data_TBC.toc list only their own game's files, and each client reads the TOC named for it in place of ArenaPlus_Data.toc, the way Details, WeakAuras and Bagnon ship theirs. The Anniversary files were 31 of the 47 MB a Mists client held. ArenaPlus_Data.toc keeps the full list and both Interface numbers, which is what CurseForge publishes as the supported versions.
