Add wind effects blowing through Stardew Valley based on the weather. For days that should have been had wind, and on randomly normal days.

I love to make Stardew Valley become more vivid!
Following the weather on the day, there might have wind. Specifics:
- Windy weather: OF COURSE it'll wind! Furthermore, the spring wind is a gentle breeze, but the fall wind is kinda brisk.
- Stormy weather: It's storm! WHY NOT? Wind while storming is a gale.
- Snowy weather: It's all on you. Default is "false"; if "true", it definitely has wind. Adjust with GMCM or directly on file config.json.
- Rainy weather: Mehh, it depends. 50/50.
- Other weather (sunny, festival, wedding, green rain, or any other weather mod): It's a 20% chance, good luck.
- Stormy weather: It's storm! WHY NOT? Wind while storming is a gale.
