Less NPC Dates on Venues

With Lovestruck every Venue has several NPC Couples spawning and Stargazing etc. This Mods adjusts the Number of Couples and where they can spawn.

How this Mod works:

1. It should prevent new Date Couples to spawn on all Venues except Park and Beach.
2. It should lower the Number of new Date Couples on the Venues Park and Beach.
3. It should prevent new Date Couples to spawn at all incl. Open Streets, when it is Burning/Freezing or when there is a Rainstorm/Snowstorm.

Be aware if there are already such Couples on the Lot when you spawn, it will not remove them. It will only affect the ones the Game wants to spawn.

This will also not touch Open Street Couples (off Lot) in the new World Ciudad Enamorada except for point 3.
